Suspect muscular: This location is usually muscular.It depends on other aspects of you evaluation. Although there are bones of the spine and the ribs and joints between these structures, the examination should help differentiate. If it is tender there you can feel whether it is muscle or bone. What motion makes it worse or better one other possibility may be a nerve that innervated and goes there.

Can be overuse.: The most common cause of pain in that area is overuse. Desk work/typing for long periods of time can cause pain of the muscles that move the shoulder blades. Proper ergonomics and scapular stabilization exercises are the best treatment. Arthritis is less common as the shoulder blades are suspended in muscle in the back and don't have a joint to become arthritic. Spine arthritis is a possibility.

Stretching: I would try a scapular stabilization and stretching program. Yoga type stretches may also be very helpful; a lacrosse ball to relieve stress--roll on it against a wall is a good short term reliever as well. Physical therapy can be helpful too.
