See your doctor: She should see a doctor for further evaluation. Diagnosis may include tuberculosis, pneumonia, wegener's granulomatosis etc...

See doctor...: Coughing up blood, called hemoptysis, is a serious symptom that always needs to be evaluated by a doctor. The most common cause is bronchitis but malignancy needs to be ruled out, even if unlikely at your age. If your roommate is short of breath, he/she should be seen in the er. If not, see a doctor asap so the correct diagnosis can be made and treatment rendered.
