Strolling w/ ur baby: Assuming the OB surgeon and pediatrician agree, this would be a good time to use that carriage you got for the baby. Weather permitting, put on sturdy shoes and sun protection and go for a walk. The pace you can do with a stroller and without pain is the best for a start. Then increase the amount of time. If any problems or desire to get into more intense activities, it is a good idea to call ob.

Safe for What?: The answer will depend on your general fitness level, weight and general condition, difficulties you may have experienced during labor and delivery, fitness goals...And timing. Your own ob/gyn is by far the best person to help you address these considerations. After an otherwise uncomplicated c/s, 6-8 weeks would be the minimum wait time for vigorous activity.

Most: 9 weeks is a long time after an uncomplicated csection and you should be back to all of your previous activities. When it is ok to resume excercise after surgery depends on previous fitness level and what type of exercise. Walking can be resumed very soon, weight lifting or intense core exercises need a few weeks.
