Plastic Surgery: Breast reduction is a common procedure. I would visit a board certified plastic surgeon for an evaluation. Most breast reductions require surgery and some scarring to replace the breast in a smaller and uplifted position.

Options: Depend on whether your breast simply hang or if they are also oversized and causing you pain. The difference between a lift and a reduction is whether breast tissue is removed or not. Removing breast tissue will make you smaller. Both will lift the breasts though scarring, loss of sensation and possibly not being able to breastfeed are risks that will need to be weighed before having surgery.

Probably tuberous: It may be more likely that you have a component of tuberous (improperly referred to as tubular) breasts and also known as constricted breast deformity. A lift and/or augmentation with implants or your own fat may help to improve the appearance but you will need consent and you will need to consider the potential possibility that you will not be able to nurse. This should be discussed with your md.
