Depends...: Something new? See ophthalmologist to rule out retinal tear/detachment. Chronic? Likely normal.

After images: Depends what is meant by streaming. There are all sorts of after-images that can be seen with eyes closed depending on what was being looked at and how bright those objects or lights were. Intrinsic light phenomena or entoptics can be caused by light diffusing through the lids, by migraine visual episodes, and by vitreous gel tugging on the retina, just to name a few. See your local eye doc.
