No: I would not refer to it as surgery, more like a simple procedure. Very small incision is made by somebody who has done this 100 if not thousands of times.

Pacemaker: Pacemaker implantation is a surgical procedure but it is minor surgery. The surgical part is minimal, the electrophysiologic part of getting the device installed and adjusted is a bigger deal but an everyday procedure so well done.
