Yes and No: Very unlikely that implants would cause bell's palsy. Numbness of the lower lip or tongue may occur if the implant is placed too close to a nerve or the nerve is damaged in preparing the site for the implant. To avoid these the surgeon will usually do a ct scan to help plan the surgery to avoid these complications.

Questionable: Any invasive surgery comes with it;s risk factors. Typically there is not a reason for harm to be caused. Having a cat scan is prudent. If a patient has a reason to avoid metal implants today there is a zirconia alternative for some teeth. Ask your implant dentist.

Very unlikely: If the doctor placing the dental implant is well trained, then the risk is minimal. Often a cat scan is performed to delineate any adjacent structures such as nerves and blood vessels. Very unlikely to cause bell's palsy and unlikely to lead to numbness of the face.

Implant are safe: Dental implant are very safe but, as with any surgery, there are risk of complications. In the lower jaw, the nerve that gives your feeling to the lip, chin, teeth and gums could be injured. This is a rare event, especially with an experienced surgeon. You doctor will evaluate the level of risk in your situation. They do not cause bell's palsy.

Sometimes: If dental implants are not placed correctly you can cause some nerve damage. Proper testing and x-rays are required prior to any dental implant placement.
