The normal range includes 95% of people, which means 5% of normal people will have their phosphate values outside the "normal range". A doctor can check for disorders such as calcium or vitamin d problems, parathyroid disease, poor nutrition, alcoholism, etc..., and will let the patient know if he should start worrying.

Agree with Dr. K: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Talk to the doctor who ordered the tests. Having said that, if you do not have symptoms do not worry about one number and do not obsess over it.
