Rash: Yes it sounds like a reaction to clothing or chemical in the clothing. However i would have to see the rash.

Red dots: I agree with Dr. Jackson. But these lesions need to be visualized & a history needs to be obtained in order to make an accurate diagnosis. Sometimes lab testing is necessary.
