Moisturize: And pumice. Try vaseline, then apply Saran wrap and a sock and go to sleep. Repeat, a few nights a week. Should help.

Ointment and file: Try using otc medicines like amlactin, gently filing with a ped-egg or file. Good idea to use vaseline prior to exercise as this will prevent unnecessary sheering of the heel.
