Can be...: Shoes are too small, neuroma, tarsal tunnel, radiculopathy from back. Possible systemic problem like diabetes, nutrional deficiency. I would rule them out almost in the order i listed the problems.

Check shoes: Either your shoes are too tight, too small, or being jammed into them with exercise.
