PROBABELY NORMAL: You are 15 vand your breasts are still growing and it is not unusual to have pain in one or both breasts still i will advice you ask your parents to take you to your pediatrician to check, sometimes you can have cysts in breast at your age, benign but can cause pain and tenderness.

Pain: We normally have one breast larger than the other, the larger one usually hurts more. However, you need to make sure there is no lumps, or infection. I would recommend you see a doctor for evaluation.
