Absolutely: Your breakout is a very common side effect. Stop all and use baby shampoo only until breakout gone. Then add hypo allergenic products for your particular need and see if ok. If the breakout is severe you may need prescription from your primary doc. You could get an over the counter steroid cream for very short trial. Follow instructions to the letter!

Yes: Contact dermatitis can be caused by hair products or chemicals and make your neck breakout.. Consult a dermatologist.
