Exellent question!: That is the subject of debate. Fasting sugars of 80-100 would be nice, but if that goal causes you to get symptoms of low blood sugar, then higher is better. Low blood sugar symptoms can make you fall down and cause a serious injury without warning. We use numbers as goals, but we don't treat numbers, we treat patients. Your "goal" would be to aim for optimum, avoid side effects.
