Yes : Once you have rehabbed properly and has maximized your neck, upper body and core muscle strength bodyboarding should not impose any additional risk to you other than those that are normally associated with the sport.

Most likely: Check with your surgeon for follow-up xrays and an exam. They need to determine how well you are healed after the procedure and if you have any residual symptoms. I am sure they will advise you about the risks, but if you are willing to accept those risks then you probably can return.
