Don't bother...: Swallowing mucus is safe. It is difficult for a budding 'early toddler' to have maturity & skills to spit out phlegm. Don't sweat, mucus mixes with the contents of his/her stomach & passes through the digestive system. Some of it is digested and taken up into the body while some of it passes through to be eliminated from the body with stool.
