Yes: Neurosyphillis is just a late manifestation of syphilis that infects the body. By definition, neurosyphillis is used to describe syphilis which affects not only the brain, but any areas of the nervous system (spinal cord, nerves), but it is just a manifestation of a chronic syphillis infection that may affect virtually anywhere in the body.
