FacialPalsy not Here: No it is not hereditary most of the times, except rare genetic condition mekersson rosenthol syndrome.

It can be. : There are unusual syndromes such as melkersson-rosenthal syndrome that are hereditary.

Potentially but rare: There are congenital forms of facial paralysis which are present at birth such a Mobius or unilateral facial nerve paralysis but most causes of facial nerve paralysis present at birth are due to birth trauma.
