Can palsy (like facial palsy which can cause the muscles on one side of the face to go limp) be inherited?

Yes but rare: Facial palsy or paralysis can be inherited but this is rare. There are a number of syndromes that include facial paralysis. If this is present in a newborn then careful evaluation should be done by a pediatric specialist.
