Could be : Dependent rubor from venous insufficency...This oftentimes is purple can be blotchy, tingling can be secondary to swelling in the same scenerio, raynaud's can cause color changes, can cause tingling as well.

Vascular problem: Is the symptom more pronounced when the feet are exposed to cold temperature? Also does this happen to tips of fingers under the same condition? Do the symptoms improve in warmer temperature? Raynaud can certainly cause the described symptoms and causes for Raynaud range from collagen vascular disease to emotional stress.
