See MD: You need to have the child checked by their doctor or er(if really short of breath). This could be asthma/reactive airway disease, pneumonia, viral infection, or even foreign body aspiration. The best plan is to get it evaluated. They will also determine the best treatment.

See pediatrician: Wheezing at this age is usually due to viral infection such as bronchiolitis or gastroesophageal reflux. If wheezing just began your child is too old for a congenital cause of wheezing. A foreign body aspiration usually causes more coughing than wheezing & has a sudden onset. If breathing rate is >30/minute or if fever is >102 f (39 c) seek urgent care. Otherwise see your pediatrician in morning.
