Possibly: Alcohol causes sedation (sleepiness). Zyrtec (cetirizine) can cause sedation (not in everyone, but in many). Mixing the two can compound the effect - making you extra sedated. Extra sleepy. But then that can translate to greater impairment in judgement. Meaning - not thinking clearly....
