Infection: Sounds like a sinus infection. If the"gunk" is yellow/green he may need oral antibiotics. See a pediatrician.

Viral infection: Your description sounds like viral infection. Keep him hydrated, oral anti-fever meds as needed, clean mucus and crusting off lids with warm washcloth. If worsens or no improvement, see a pediatrician.
