Yes: Ekg changes depend on the location and severity of the heart muscle damage and it's impact on the normal functioning of the heart.

Yes: Especially early in the course of a heart attack the ekg can be normal. Usually some abnormalities become present with time. A heart attack cannot be excluded based on the ekg alone.
