Hmmm...: A 23 month old is notorious for throwing temper tantrums and getting angry. It is their way of challenging the world around them. The appropriate way to address them is to ignore tantrums. However, there may be a more elaborate reason why your physician seeks behavioral evaluation which you don't have room to state in your question. Please speak to your physician about your concerns.

Individual therapy : Or parent training works better, if his developmental age is 2 & aggressive or destrutive.The way to make a behavior go away is to ignore it, with the immediate consequence of walking him to time out from behind without making eye contact or talking. Set the timer for 2 minutes only when he stays put & quiets down. It may take hours at first, but if you don't engage with him, he'll "get it.".

No: No, this is not reasonable for a 23 month old. Your son is a toddler and toddlers often have very strong feelings and engage in (to our adult perceptions) irrational behavior. That doesn't mean your son can't use some help. Perhaps consulting a psychologist or parenting expert can help you deal more effectively with your son's behavior if it gets to be too much.
