Moisturizer: Use a good moisturizer with urea . Use a pumice stone to scrape away the dry skin. If persists see a doctor.

Apply moisturizer: And ss if that helps. Fungus may be another etiology so if the moisturizer is not working you can try applying an antifungal. On occasion, it could be a case of eczema as well.
