Only if resolved: Outer ear infections can be bacteria or fungus trapped on the skin in the ear canal causing a local skin infection. If there is an infection, i would want to treat it appropriately before disrupting the skin anywhere nearby (such as a tattoo) -- as that could be infected as well if there is local spread. It is unlikely to happen but it is better to be safe than sorry.
