No: Refractive error is simply the strength of glasses needed for you to see well. It is the "medicine" in your glasses. Refractive error is directly related to physical properties of your eye; how large or small, curvature of your cornea and the clarity of your lens (early cataract can affect change). It is not a disease, and hence, it can not cause blindness.
