Yes: Chronic tension in the neck, shoulders and head can cause "brain fog" or cognitive clouding because of increased distractibility due to the pain and tension. Cold hands can result because of some constriction in circulation to your hands as a result of the increased muscle tension. That said, there are many causes for "brain fog" and cold hands, so i can't say for sure that yours is from tension.
