No: Anxiety is a a state of apprehension and psychic tension that occurs in some forms of mental disorder. There are multiple types of anxiety disorders, all amenable to treatment by psychiatrists and psychotherapists. This is very different from "temporary insanity, " a legal term or defense that attorneys sometimes use in court to explain behaviors that have led to criminal charges.
