Generally not: Erythropoietin is associated with an increased risk of cardiovascular events, stroke and hypertensive encephalopathy. So, in general, it is not recommended for use in patients with high blood pressure, chronic renal failure, or cardiovascular disease except with extreme caution. Consult your doctor if you have heart disease and anemia, alternate therapies or dosing may be available.

Yes: It's done all the time. A recent study just published this month failed to show improved outcomes when it was given to patients with advanced heart failure but it wasn't harmful.
