Yes: Most states only require vision in one eye of 20/40 or better to maintain an unrestricted drivers license, so even during the healing phase or if the vision is reduced after a retina procedure a person may drive. Once a retinal detachment has healed there are no activity restrictions.

It Depends.: In the immediate perioperative period, vision in the operated eye may be compromised. Depending on the type of retinal detachment, the duration, whether complicating factors where present, and the type of surgery, driving may or may not be possible. Consult with your retinal surgeon to determine the best course of action depending on your outcomes.
