Possibly, but...: ...I would search for other causes. Some people with groin (inguinal) hernias will report some pain with urination, especially with a very full bladder. More common symptoms include a dull ache in the groin worsened by activity+/-radiation into the testicle or thigh. Burning with urination would be more typical of a urinary tract infection.

Maybe: A groin or inguinal hernia could cause some local pressure sensation or a feeling that you would need to urinate more frequently. If the hernia is large, rarely the urinary bladder could partially be in the hernia. Most likely it could just be a local sensation of mild irritation from the hernia.
