Not really: African-americans with g6pd deficiency often have normal amounts in young blood cells, but it disappears faster than usual. If they have a "hemolytic episode" and destroy many of their cells at once, the level can appear normal because there are a lot of very young blood cells with normal amounts of g6pd. Within 6-8 weeks the level will be below normal again.
