Can i make green tea lotion by combining just green tea and regular lotion?

Not sure: I don't know how well it would blend with ready made lotion. When it is made from scratch one recipe recommends steeping 2 tbs of green tea tea in 3/4 cup of near-boiling water for at least five minutes before pouring through cheesecloth into the lotion mix.
