Yes: If you are on your feet and walking in heeels for exteneded periods of time it woud not be unusual to have some swelling in your toes and feet.

No: Wearing heel is no a normal position for a foot to be in so always try to keep the heel 2 inches or lower. There is increased pressure on the forefoot obviously with the heel up higher in the back. Having said that, it is not common to have swollen toes afterwards. One way to tell if it is the heels and nothing else is to avoid the heels for sometime and see if the problem occurs again.
