No: Proctitis is rarely infectious in nature anyway. There are sexually transmitted infections which could be transmitted via anal intercourse and lead to proctitis but not by someone who is not infected.

Yes: There are a symptomatic carriers. If your partner is tested, less likely but the tests are not 100% sensitive.
