Both hurt: Both can be extremely painful and both don't have to. Tendons don't fracture but rather tear or rupture. The mechanism of the break or tear may play a role in how much pain the person has. Keep in mind everyone's pain threshold is different. In some, like a diabetic with neuropathy (can't feel) they can break an ankle and not even know it.

No good answer: Different people respond to different pain. The pain from the fracture should go away after it is immobilized. Pain from achilles tendon may persist, since it is rarely immobilized unless it is partially torn.

Depends: There are so many variables like how bad the fracture or tear was that a comparison is not really fair. Let's say both are not good both can hurt and neither are fun to undergo.
