Something is wrong: Anytime you have pain, there is something wrong. There are a few possibilities. It could be the foot pain comes first, i.E plantar fascitis and as a result you are compensating or walking differently and then getting the leg pain. Knowing if you are flatfooted or have a high arch would help but in either case an orthotic might help. A nerve problem should also be ruled out.

Nerve or tendon prob: Because of the position the foot and ankle are put in, it may be causing pressure on the nerve on the inside of the ankle or could be straining the tendon & ligament of the foot and ankle.
