No: If you become ill after being in the rain or around cold air ("draft"), it means you were exposed to a virus just like you would be in any other environment. There is simply no relationship between getting wet and cold and acquiring illness. Some may suggest that these conditions lower your body temperature, thus lowering your immune system's resistance to a virus, but this is not proven.
