Not necessarily: Toes have a tendency to be colder since they are the furthest from the heart and do not have a lot of covering to protect from heat loss.

Blood flow: I think cold toes is more related to blood flow. If there is decreased blood flow or quality of the blood (meaning it could be thin, or less nutrient supply in the blood) then this would cause cold toes. For example: raynaud's where the small vessels go into spasm hence not delivering the blood properly. I think temp has less to do with it.
