Not necessarily: It depends on the cause of the "smallness". Some premature babies may have catch-up growth, ending up the same size as other children. Some babies are small for other reasons and may continue to be small into adulthood.

Not a guarantee.: It's certainly not a guarantee that a small baby will become a small adult. Genetics play a big role there.
