Several poss. causes: This could be a rash, such as ezcema or fungal infection. In your age, vascular (venous) insufficiency is not likely. I recommend that you see your primary care provider and have them evaluate this and determine the cause so that appropriate treatment can be initiated.

Needs to be evaluate: More information is needed. An evaluation would be in order. What color is the discoloration? Is there swelling? What shoe and sock gear are you using? What othe medical conditions do you have?
