Could be normal: This could just be normal. It could be a tan from being out in the sun with flip flops as well. Doesnt sound concerning. If there is more, then have a physical exam done by your physician.

Would need to see it: Tinea versicolor does this in the form of hypopigmentation, venous stasis does this in the form of hyper pigmentation but you don't state if hyper or hypo pigmented.
