Bruising: Purple or bluish discoloration to the ankle area often is associated with bruising of the surrounding soft tissue. If the area is not associated with an injury you may need a biopsy of the skin to rule out a malignant skin lesion. Always see your doctor for 'weird purple marks' to make sure what your condition is.

Stasis Dermatitis: Without seeing a picture, the more common reason for seeing purple near an ankle is likely related to some venous insufficency and hemosiderin (iron) deposition in the skin staining the skin. However, any pigmentation of skin should always be examined by a dermatologist to ensure there is no malignant lesions.
