D/E/Wt loss: Diet exercise and weight loss as part of a lifestyle change are the only methods for reducing weight in a sustainable fashion. Your body stores fat in locations the vary from individual to individual. Doing stomach exercises will not reduce fat from your tummy any better than an equivalent exercise of another part of your body. You may get a better appearance by firming underlying muscle though.

Liposuction or...: Liposuction is the fastest way to get the fat off the waistline, but not practical. Gastric bypass is probably standing at second, but again not practical. So, i would recommend starting with calories restriction along with good amount of aerobic, ab crunches, and weight bearing exercises. Kick-boxing is incredibly effective, but tough to do. Swimming can be added. Consult your doc. Good luck.
