Yes: There is a "negative feedback mechanism" where high testosterone can decrease gnrh as well as fsh, LH secretion.

Yes: Testosterone (from the testicles) and gnrh (from the hypothalamus) are connected by a feedback mechanism much like the thermostat in one's house. When testosterone levels rise for whatever reason, the hypothalamus decreases its release of gnrh to help bring t back to normal levels and vice versa.
