Local police: If the person has been convicted, they are usually categorized within the law as a sexual predator who must register their home location with local law enforcement. State attorneys general offices also are likely to be a reliable info source, and perhaps the fbi. I'm not sure if the jacob wetterling foundation or other similar groups may also know location details of convicted persons.
