Yes: The cause of visual obstruction can be excess skin, but usually it is also drooping of the brow. It can be corrected by removing the excess skin with or without a brow lift. A consultation with a surgeon certified by the american board of plastic surgery would be beneficial to determine what is required to completely correct your concerns.
