No: Microalbuminuria represents the spillage of Albumin into the urine in small amounts. Albumin is the most prevalent protein in the blood and is made in the liver. Typically only negligible amounts of Albumin get into the urine. One of the first signs of damage to the kidneys from diabetes is microalbuminuria. The actual amount of urine produced is not affected.

No: Not really. Microalbuminuria just indicates your kidneys are leaking protein. It is a long way from frank renal failure where you stop making urine.
